A strategy borrowed from the private sector rarely survives contact with government

Public administration research has long found that government operates in a fundamentally more complex environment than private industry, marked by high uncertainty, a wide range of stakeholders, and a shorter policy horizon than most corporate strategy tools were built for. Long standing research from Harvard Business Review has found that a majority of well formulated strategies, roughly two out of three, fail primarily due to poor execution rather than poor design, and other researchers put the figure as high as nine in ten. The pattern holds whether the plan sits in a federal department, a state agency, or a county office: the idea is rarely the problem, the path to carrying it out is.
